New proposal aims to make anti-virus mandatory in Australia

Under a radical new proposal by the Australian government to fight cyber crime Australian Internet users could be forced into purchasing anti-virus and firewall software or risk have there Internet connections terminated.

Internet Service Providers (ISPs) such as Optus and Telstra would be forced to disconnect customers if their computer was found to be infected with a virus. These are just two of among 34 recommendations released by a year long inquiry into cyber crime by the House of Representatives Standing Committee on Communications.

The 20 page report titled Hackers, Fraudsters and Botnets: Tackling the Problem of Cyber Crime chaired by Belinda Neal warned cyber crime has turned into a “sophisticated underground activity”.

In the past decade, cyber crime has grown from the nuisance of the cyber smart hacker into an organised transnational crime committed for vast profit and often with devastating consequences for its victims

The committee estimates the problem is costing Australian businesses $649 million per year, with that number set to increase with the onset of faster Internet speeds and larger numbers of Australian computer users coming online.

Other recommendations included a 24 hr cyber crime hotline, punishments for companies who release products with security vulnerabilities, amendments to existing laws governing installation of unauthorised software and the establishment of a “e-security code of ethics” that would see ISPs like Tesltra handing out security advice to their customer when the sign up for Internet services.
